Waterhead and the town are different starting points

Ambleside town is inland. The National Park identifies Waterhead, about a mile south, as the lakeshore location for kayak launching, parking, boat hire and cafés. Choose your shore access before setting directions to Ambleside; a town-centre arrival is not the same as reaching the water.
